Architecture and Town Planning Council at the Ministry of Housing and Building of Ukraine Passed a Decision on the All-Ukrainian Center to Protect Mothers’ and Children’s Health Experimental Design

May 16, 2008, the Architecture and Town Planning Council at the Ministry of Regions Development, Housing and Building of Ukraine passed a decision on the experimental design of the All-Ukrainian Center to Protect Mothers’ and Children’s Health in the Feofaniya Clinical Hospital grounds.

The meeting, presided by Deputy Minister for Regions Development, Housing and Building of Ukraine Vyacheslav Nehoda, was attended by Deputy Head of the State Administration of the Affairs Oleksiy Panko, Head of the Capital Construction Administration of the SAA Vitaly Halunko, representative of the Center’s Designer General, Building Design Partnership Ltd. (Great Britain) Mev Neisons, Director of the Budova-Tsentr-1 Ltd. Volodymyr Pidhirniak, representative of the XXI Century Company, supervising the project, Andriy Borodynsky, and representatives of the Children’s Hospital of the Future Charitable Foundation – Head of the Board of Directors Vira Pavliuk and Executive Director Olena Kovalenko.

The first question on the agenda was the design of the All-Ukrainian Center to Protect Mothers’ and Children’s Health in the Feofaniya Clinical Hospital grounds (21 vul. Akademika Zabolotnoho, Holosiyiv district, Kyiv).

Architect with the Building Design Partnership Ltd. Mev Neisons described the project’s general concept and informed those present on her company’s activities. She demonstrated general approach to flow separation (staff members, visitors, and patients), using modern medical and energy-preserving technologies, etc. Mr. Pidhirniak, Director of the Budova-Tsentr-1 Ltd. selected by the designer general as a subcontractor from the Ukrainian party, emphasized the totally new approach to the organization of a patient care institution. According to the design, the medical center and the wards are connected by an atrium, including all major zones of public access and public circulation. The speaker argued in favor of a deviation from acting construction, fire protection, sanitary, and other regulation, simultaneously quoting a number of measures to compensate this deviation.

Summarizing the presented information, Deputy Minister Nehoda addressed all members of the Architecture and Town Planning Council with a proposal to pass a decision on the experimental design of the All-Ukrainian Center to Protect Mothers’ and Children’s Health in the Feofaniya Clinical Hospital grounds (21 vul. Akademika Zabolotnoho, Holosiyiv district, Kyiv).

May 19, 2008, the Children’s Hospital of the Future Charitable Foundation received the official decision of the Architecture and Town Planning Council at the Ministry of Regions Development, Housing and Building of Ukraine, reading the following:

  1. Agree with the proposal by the State Administration of the Affairs, President of Ukraine, and Kyiv City State Administration (the Architecture and Town Planning Council at the Chief Administration for Town Planning, Architecture, and City Design decision of February 6, 2008, on Case No. 056-à-08) on the experimental design of the All-Ukrainian Center to Protect Mothers’ and Children’s Health in the Feofaniya Clinical Hospital grounds (21 vul. Akademika Zabolotnoho, Holosiyiv district, Kyiv).
  2. Recommend the Customer to work out a Work Program for the experimental design of the All-Ukrainian Center to Protect Mothers’ and Children’s Health in the Feofaniya Clinical Hospital grounds (21 vul. Akademika Zabolotnoho, Holosiyiv district, Kyiv) with the participation of appropriate research institutions, considering the medical task for the design of the All-Ukrainian Center to Protect Mothers’ and Children’s Health, submit it for approval in the prescribed manner, and present for the Ministry of Regions Development, Housing and Building consideration.
  3. The Administration for Architectural, Construction, and Engineer Systems of Buildings and Constructions (O.P. Avdiyenko) should secure further supervision of the designing and construction of the said Center in accordance with the Ministry of Housing and Building’s temporary approval procedure for documents on experimental designing and construction of residential and public buildings without regulatory requirements.
