Human Development in Ukraine and Abroad: A Look into the Future

The Ukraine 3000 Foundation has started a project titled Human Development in Ukraine and Abroad: A Look into the Future, as a natural sequel to the Public Strategy for Ukraine’s Development project.

Ukraine, as well as any civilized democratic country, recognizes human development as its major value. Thus, the project is aimed at building Ukraine's future, serving its people and helping everyone to reveal one’s essence, make most of one’s abilities, and create one’s own future in harmony with oneself and the world.

The project envisages work along a number of lines:

• Working out methods for making strategic decisions affecting Ukraine’s future;
• Defining and adapting Ukraine’s strategic development to global milestones of human development;
• Working out a model and system of indicators to reflect the dynamics of the people and country development.

To choose the right way, it is essential to realize one’s destination, define and grasp the development’s essence and global tendencies. Thus, the project envisages searching answers regarding the people and country’s mission through tracing and analyzing the dynamics of Ukraine’s development, assuming person’s development and expanding consciousness as priorities, which should become one of the guidelines for the state’s successful development.

The dynamics of the System Ukraine can be pictured as interaction of the four blocks: human personal spiritual development; sources for human development; evaluation of the steadiness of and harmony in the system’s functioning; management influence for determining and implementing the development.

Influence upon determining and creating the future is a job for many people and organization. Successful result requires coordinated, harmonized, and conscious work of many associates. Thus, we have been stating our viewpoint at scholarly conferences, numerous presentations, and meetings. As a result, we have launched a global partnership for building the future for Ukraine and the Ukrainians.

At this new stage of Ukraine’s evolutionary development, aimed at human development, it would be expedient to implement a new method for making strategic decisions. The new method will envisage a systemic evaluation of decisions’ expected aftereffects on harmonious human development and stable development of the country, including a special procedure for elaboration and public discussion of the development scenarios.

Ideally, the project is to provide a complex problem consideration (Harmony) and combine several directions of the discussion, namely:

à) an attempt to peek into the future and proposals regarding methods of its construction;
b) practical aspects of future-orientation: sources and grounds for spiritual development (ecology, economy, culture, education, healthcare, and environmental preservation);
c) an attempt to specify indicators (along with suitable methods) for the evaluation of “harmonious development of the Ukrainians and Ukraine” in terms of building the future.

This task requires, in part:

• Forming a new worldview, shifting the spotlight to the harmony between man and his surroundings through formulating new human mission in Ukraine and globally;
• Find partners through discussing the common denominator, oriented at developing person-personality and promoting this idea in broad public;
• Work out new methods for revealing the future of the humanity through continual dialog in all levels for harmonizing the ideas of the future human development in the world;
• Create mechanism for ensuring Ukraine’s stable development in the future.

Ukraine is already fulfilling itself in terms of serving its people. Obviously, its way leads toward people of Ukraine and the world. For free and conscious move forward, Ukraine needs to construct its expected future as a part of the future of the humanity.

The project envisages:

Working out and discussing the principles and methods for seeking and analyzing global tendencies in and principles of the future development of man and humanity; creating a reference point for coordinating public actions aimed at building up common future. Within the framework of the Project’s initial stage, draft documents will be proposed after public discussion, determining the ideas and concepts of building up the future development of man and the humanity.

Starting Ukraine’s transition to the new idea of evaluating the development’s stability on the basis of launching an active broad forum on harmonious development of man, the society, and humankind. It is proposed to evaluate the stability of the country’s development by indices of renovation, openness, fairness, and conformity with global development processes and level of its citizens' self-fulfillment. Self-fulfilled people are characterized by their sincerity, optimism, high self esteem, happiness, and desire to be useful to other people.

Next stages of the project foresee:

• Implementing the proposed principles of Ukraine’s future development through changing accents and priorities from economic to humanitarian ones;
• Introducing new procedure for building up strategies of the future development, harmonizing the country’s technological and psychological development;
• Generalizing, expanding, and extending Ukraine’s experience in building up future based upon harmonious human development;
• Synchronizing future strategies of various countries and international organizations through initiating a global partnership for constructing the future.
