Ukraine 3000 Foundation Presents the White Book of National Education Project

The Ukraine 3000 International Charitable Foundation presents the White Book of National Education projects, developed following a decision of the Artek Dialogs First International Education Forum held in September 2008.

Two work groups were formed to create the White Book of National Education. The first one was created on the basis of the Academy of Pedagogical Sciences of Ukraine (coordinator – Academician Volodymyr Luhovy). The other group, coordinated by Viktor Hromovy, united experts on education from various Ukraine’s regions.

The two groups, working independently, composed two versions of the White Book of National Education base project:

Project by the Academy of Pedagogical Sciences of Ukraine (ukr. 1,9 MB)

Project by the group of Ukraine’s teachers (ukr. 1,5 MB)

The projects’ keynotes will be discussed at the Artek Dialogs Second International Education Forum to be held at Artek ICC September 17-20, 2009.

On the results of the discussion, a joint expert group is to be formed, to create a consolidated document on the basis of the aforementioned projects and ideas emerging in the discussion. To present the coordinated White Book of National Education project to experts in various Ukraine’s oblasts, it is planned to conduct a series of round tables in the regions after the Forum. Based on the results of the discussion among various audiences, the members of the expert group will work out the final version of the White Book of National Education, to become an official public document and one of the instruments to influence the formation and implementation of the national educational policy.

The White Book of National Education is an analytical document dealing with key aspects of the development of education in Ukraine, discussing issues related to various sectors of education and proposing concrete ways to solve them. The creation of the White Book is Ukraine’s first attempt at presenting the consolidated view on the development strategy for national education system by the Ukrainian society.

The White Book presents both general view on education-related issues and a narrower one, oriented on researching problems and solutions in a certain sector or segment of the educational system.

Compulsory elements of the White Book of National Education are:

• List of problems in a selected sector, their objective or subjective nature;
• Risks, threats, and challenges for the society, connected to these problems, and a forecast of their dynamics;
• Actions to be undertaken by the society to solve the existing problems and form positive trends in the selected sector of education;
• Concrete managerial solutions required to form a positive dynamics.
