Ukraine 3000 Foundation Briefed Deputy Yavorivsky on Children’s Hospital of the Future Project Progress

The Ukraine 3000 International Charitable Foundation replied to the inquiry by People’s Deputy of Ukraine Volodymyr Yavorivsky on the progress of the Children’s Hospital of the Future project in accordance with the procedure established by legislation. The deputy, in particular, requested information on the land plot, the raising, deposition, and using of the funds, and the project’s prospects.

The Ukraine 3000 Foundation reiterates that the land plot for the construction of the All-Ukrainian Center to Protect Mothers’ and Children’s Health, a.k.a. Children’s Hospital of the Future, at the address: 21 Akademika Zabolotnoho St., Holosiyevo district, Kyiv, was allotted to the Feofaniya Clinical Hospital of the State Affairs Administration by a Kyiv City Council decision No. 49/1104 of February 19, 2009.

As for the term of the project implementation, the Foundation replies that at the present stage it depends primarily of the state. “We would like to emphasize that in 2009 the State Budget of Ukraine did not envisage an article of expenditure for the launching of the Center’s construction, and, unfortunately, neither does this year’s budget,” the reply reads. “Thus, the issue of  the deadlines for the project completion  and putting into operation depends on its financing either from state budget or through involving additional resources by the state, in part, through private-public partnership. In any occasion, implementing such a nation-scale project requires combined efforts from the legislative and executive powers and the community.”

The letter also mentions that the Children’s Hospital of the Future Foundation has already cleared over 200 permits, resolutions, agreements, protocols, expert evaluations, and other permissive documents, which finally allowed in 2009 to get the construction machines to the site and begin preparatory works. At present, these works are virtually completed, including engineering preparations, geological, geodesic, sanitation, epidemiological, and other surveys. At present the  design specifications and estimates have been elaborated and presented for comprehensive state expert examination to the Specialized State Expert Organization – Ukrainian State Construction Expert Examination’s Central Service. The letter says that the  Children’s Hospital of the Future Foundation is prepared to undertake the financing of the  initial construction works, in part, the zero cycle of the All-Ukrainian Center to Protect Mothers’ and Children’s Health.

The reply also contains detailed answers regarding financial and organizational issues.
 
“It is most gratifying that the implementation of the Children’s Hospital of the Future charitable program has drawn so much attention from people’s deputies, since recently the Foundation received an inquiry from your colleague, People’s Deputy of Ukraine. V.V. Pysarenko, answering to which, we gave a complete account of the organization of the audit of fundraising and spending in connection with the said project,” the letter reads.
